DOE launches National Fuel Cell Technology Evaluation Center to advance hydrogen and fuel cell technologies

The US Department of Energy has unveiled the National Fuel Cell Technology Evaluation Center, a unique national secure data facility dedicated to the independent analysis of advanced hydrogen and fuel cell technologies.

The National Fuel Cell Technology Evaluation Center (NFCTEC) is located at DOE’s National Renewable Energy Laboratory in Golden, Colorado. It will allow industry, academia, and government organisations to submit and review data gathered from projects to advance cost-effective fuel cell technology.
NFCTEC will also help accelerate the commercialisation of fuel cell technologies by strengthening data collection from fuel cell components and systems operating under real-world conditions, and analysis of these detailed data that can be compared to technical targets.
The raw data are secured by NREL to protect commercially sensitive and proprietary information, with individualised data analysis results provided as detailed data products (DDPs) to the partners who supplied the data.
Individual system, fleet, and site analysis results are aggregated into public results – called composite data products (CDPs) – that show the status and progress of the technology without identifying individual companies or revealing proprietary information.

The National Fuel Cell Technology Evaluation Center (NFCTEC) at NREL's Energy Systems Integration Facility (ESIF) plays a crucial role in NREL's independent, third-party analysis of hydrogen fuel cell technologies in real-world operation. The NFCTEC is designed for secure management, storage, and processing of proprietary data from industry. Access to the off-network NFCTEC is limited to NREL's Technology Validation Team, which analyzes detailed data and reports on fuel cell technology status, progress, and technical challenges.

NREL uses the National Fuel Cell Technology Evaluation Center to process and analyze data for a variety of hydrogen and fuel cell applications.

Laboratory Specifications

NREL partners submit operational, maintenance, safety, and cost data to the NFCTEC on a regular basis, typically every three months. NREL's Technology Validation Team uses an internal network of servers, storage, computers, backup systems, and software to efficiently process raw data, complete quarterly analysis, and digest large amounts of time series data for data visualization.

Application Scenarios

While the raw data are secured by NREL to protect commercially sensitive and proprietary information, individualized data analysis results are provided as detailed data products (DDPs) to the partners who supplied the data.

NFCTEC is housed within DOE’s Energy Systems Integration Facility (ESIF) at NREL, specifically designed for the secure management, storage, and processing of proprietary data from industry and other stakeholders. ESIF also houses one of the world's most energy-efficient data centres.
NFCTEC will use a secure work area for data analysis in addition to servers co-located with ESIF's High Performance Computing Center (HPCC). Waste heat from the HPCC servers will be used as the primary heat source for nearby offices and labs, with excess heat exported to other areas of the NREL campus.
With DOE support, NREL has been performing independent, third-party analysis and validation of proprietary hydrogen and fuel cell technologies in real-world operation since 2004. NREL has collected and analysed more than 2 million hours of operational data from the use of more than 450 000 kg of hydrogen.

Initiated in 2004, DOE's Controlled Hydrogen Fleet and Infrastructure Demonstration and Validation Project—later dubbed the Fuel Cell Electric Vehicle (FCEV) Learning Demonstration—was the largest project in the world to validate FCEVs and the supporting hydrogen fueling infrastructure in real-world settings.
This project identified and tracked the status of technologies as they evolved, assessing the progress of technology readiness, and providing feedback for hydrogen research and development activities. This seven-year project through 2011 used multiple geographic locations and climates with a variety of hydrogen sources, including renewables.

Fuel cell backup power systems offer longer continuous runtimes and greater durability than traditional batteries in harsh outdoor environments. For specialty vehicles such as forklifts, fuel cells can be a cost-competitive alternative to traditional lead-acid batteries.

Early fuel cell market demonstrations focus primarily on fuel cell backup power and prime power applications as well as material handling equipment (i.e., fuel cell forklifts). Department of Energy-sponsored demonstration projects support fuel cell market transformation activities and help foster the growth of fuel cell markets. The Department of Defense also funds such demonstration projects.
NREL receives and analyzes operational data from these early fuel cell market demonstrations. By aggregating data across numerous industry teams and sites, NREL develops composite data products (CDPs), which provide relevant data results on the performance and status of fuel cell technologies without revealing proprietary information. These publicly available CDPs help the development community understand the current state of fuel cell technologies and identify areas for continued improvement. The CDPs also provide data metrics that can be used to make the business case for using fuel cells in these markets.
